I Was looking to do some upgrades to my 03 Jetta 1.8T and wasnt sure what is the first things i should do..
 First i want to do a BOV but i have heard that they are not for Jetta's is this true and if it isnt what ones would anybody recomend for the car..and should i do short ram intake or full cold air intake where i live we get alot of moisture and i dont want water in the intake manifold i was told to worry about that if i was to go with full cold air intake is that true..

get a DV instead of a BOV so it recriculates. you should just smooth out the stock air box and a k&n drop in filter or if you want the sound get a CAI. but what are your plans for it? go fast, look good.....i would say get a chip, APR, reVo or gaic.

how do you install a DV?..my plans for it is look good and run real fast. i want to beat my friends EVO is that possible??

Welcome.
It's going to take alot of work and money to beat your friends Evo.  Most likely won't happen with stock turbo, unless he's a bad, bad driver.  Check the "Kills" section of this forum to see what it takes to hang/beat a modded Evo.

it will look like this but black...

 will have 2 black hoses clamped to it, if you want to beat an EVO i sugest checking the vortex classifieds or APR-- they have a new stage 3 ++++(whatever) coming out sposed to be 400+.......but then its a new clutch, lsd, suspension.....list goes on..........

thank you so much for that link... Does anybody know what would be causing  an unstable idle when at stop light i have already replaced the spark plugs did complete fuel system clean including throttle body,injectors, and so on.. and why can i put a BOV on this Jetta alot people around my neibor hood have them on vehicles but none on any Jetta's

this is a good link has alot of info about our engines.  you can run a BOV w/ a recirculation kit, i forget who sells them but somebody will know.  BOV will (usually) throught a CEL and make your car run worse since the 1.8t was not ment to run a BOV.

Does it feel like it's going to stall at the stop light?  If so, swapping out the stock black top coolant temp sensor for the green top one will solve that.  You can get the green top at your dealer, or ECS tuning for like $7-$8.  The car should sit for a few hours so the coolant completely cools before swapping the parts.

and dont take the top of the coolant reserivor off when your taking the sensor out or the coolant will runout even faster......done it before.

i fixed the rough idle it was a misfire in cylinder 3 bad plug, and coil pack... does anybody have any idea on where to get a good short ram intake and who makes it..

nospeed sells a P-flow, short ram with a heat shield.  or u can get a 2.5" piece of pipe and a filter and make your own.

i tried that but i have a plastic hose that clips on to the stock air filter box but i dont have a place on the home made cold air to clip it to its i believe called a breather?? not sure

that hose goes to the secondary air, just get a little filter for that one
